Solves the unwanted preview of mail subjectes (?unreads?), but
disables key functionality such as glossing the function
of otherwise cryptic icons that have no textual alternative
(e.g., "Click to display message threads" and "Click to
sort by attachments"). Thus not a usable solution.
The preview of ?unread? e-mail subjects is not a tooltip
('though it may well be implemented using much of the same
code) and should not be affected by a global switch that
refers solely to "Tool Tips".
