No, that's for web pages. What Desiree needs is at Edit/Preferences/Mail & Newsgroups/Message Display/Plain text messages/Color. That won't affect incoming HTML mails, though (unless you change View/Message Body As, in which case there will probably no quote highlighting at all for HTML mails).

Unfortunately there's not built-in UI to change these. You'd need to deal with CSS for that (userChrome.css in your profile, or the Stylish add-on). Maybe the following page (which is for TB, but will probably apply to SM, too) helps:

If you change userChrome.css, you need to restart SM to see changes. If you use Stylish, reopening the MailNews window after changes suffices.
