Once you've begun to compose a message, you're stuck with your decision
(plain text/HTML).
However, if you know before you begin to compose (or reply), there are
several shortcuts that let you choose HTML:
If you hold down the SHIFT key while clicking the "Compose" button, you
get a new HTML message.
If you click the little downward-pointing triangle at the edge of the
"Compose" button, you can choose "Compose in HTML."
Since CTRL-M is "new message," SHIFT-CTRL-M ought to be "new HTML
message," but it isn't, sorry. I thought it used to be, maybe my memory
is failing.
If you regularly use HTML with certain recipients, you can set that as a
preference in the address book entries for those recipients ("prefers to
receive messages formatted as..."). However, AFAICT that feature doesn't
work.
