Both address books can be quered when you begin entering an e-mail address into the "To:" field.

The Personal address book is your accounts personal address book where you can manually enter data, have SM enter the e-mail address from a received message, or create groups of addresses.

The Collected address book is unique to SeaMonkey and Thunderbird. Each time you press the send button to send a message, SM saves the outgoing address in the Collected address book. This book only contains a listing of outgoing addresses, but you can click on an address in this book and drag it over to your Personal Address Book. From there you can enter other personal data about the owner of the address. It saves making typo errors when entering addresses by hand. Errors like the difference between #1 letters L, l, i, I, O, 0, and other similar combinations.
