I'm in SB 2.15.1, and find Mail and Newsgroup Account Settings at the
bottom of the Edit drop-down, next to last item just above Preferences.
Note, however, that these only show when you are in Mail (e.g. Inbox)or
News, but when in the Browser only Preferences shows.
