Are you sure you're looking at the right pref? There are two very
similarly named prefs in that dialog, one in the upper half that governs
the behavior of add-ons, and one in the lower half that governs the
behavior of SeaMonkey itself.
Actually, yes, I'm sure. Anyhow, both of them (upper and lower) have the
"Download and Install" box NOT checked.
