Are you asking whether this particular domain setting will show up in about:config? No; that will show up in the Data Manager.
Or are you asking whether about:config contains a pref that tells the program whether to prompt or not? There are several prefs at Edit | Preferences | Advanced | Privacy & Security, and over a dozen in about:config (filter on "cookie"), so I must conclude that some of the config prefs are not presented in the UI. But it's not immediately obvious from the name which of the config prefs tells the program to prompt or not.
