This isn't a case of plain text vs HTML, but a case of character encoding.
The font is not embedded in the message. That is just the font associated with Korean in SeaMonkey.
You can change it at:
1. Edit-->Preferences-->Appearance-->Fonts.
2. At the top of the Fonts panel, you should see "Fonts for". Set it to Korean, to see the fonts associated with Korean. 3. Plain text messages are monospace, so the font (and size) you see beside "Monospace" is what is being used when viewing Paul's message. You can change that to whatever you want.

When the person responding appears to be using the same font (because of the same character encoding), that's because of a setting in SeaMonkey not to use your default character encoding in replies. That setting is at:
Edit-->Preferences-->Mail_&_Newsgroups-->Character_Encoding.

Finally, if you want to view a message using a different character encoding, you can change it at:
View-->Character_Encoding
