The preference variable browser.tabs.tooltippreview.enable controls in general whether you see a tooltip display of the tabbed page. If you are getting the display on some tabs but not all, that is a different issue. Since I found the display to be annoying, I set browser.tabs.tooltippreview.enable to false.
