The preference variable browser.tabs.tooltippreview.enable controls in
general whether you see a tooltip display of the tabbed page. If you
are getting the display on some tabs but not all, that is a different
issue.
Since I found the display to be annoying, I set
browser.tabs.tooltippreview.enable to false. Thus, I do not see your
problem.
There was some chatter, hereabouts, about dis-abling this thumbnail
feature for secure sites (banks, etc.) so as not to reveal "secure" data.
Don't know if this has already been incorporated!
