If blocking new cookies doesn't remove old ones, you'll have to remove the old ones manually. If you do so and they come back, then you have a problem and should report back.

Go into the Data Manager and click the domain name on the left to show its contents. On the "Cookies" tab on the right, if you see any cookies, select and delete them (sorry, you have do do them one at a time). When you've deleted them all, the page should revert to a listing like this:

outlet-spacci.blogspot.com   Set Cookies
( ) Allow    ( ) Allow for Session    (•) Block

If the "Block" option is not selected for the domain or any of its subdomains, click to enable it.
