If blocking new cookies doesn't remove old ones, you'll have to remove
the old ones manually. If you do so and they come back, then you have
a problem and should report back.
Go into the Data Manager and click the domain name on the left to show
its contents. On the "Cookies" tab on the right, if you see any
cookies, select and delete them (sorry, you have do do them one at a
time). When you've deleted them all, the page should revert to a
listing like this:

If the "Block" option is not selected for the domain or any of its
subdomains, click to enable it.
Perhaps, you can remove the "domain name" so all cookies are removed in
one click.
If you did so, the policy for that domain would revert to the default
policy. So if your default is to accept cookies, deleting the domain
would clear any block and allow it to set cookies.
It's better to remove the cookies and retain the blocking policy.
If you hate cookies as much as I do, you'll set SeaMonkey to accept only
session cookies, no third-party cookies, and clear all cookies at the
end of every session.

(•) Allow cookies for the originating website only
(•) Accept for current session only
If you're looking for a one-click way of clearing all cookies, you can
do CTRL-SHIFT-Del, or Tools | Clear Private Data..., or Edit |
Preferences | Privacy & Security | Clear Now (button). These three are
all equivalent, and you can define what to erase at the dialog shown
above. Of course, if you have SM set to clear cookies on shutdown, doing
that will also clear them all.
