When I click OK, the error message disappears, but the message is still
garbled, in a different way from before.
Are you sure that UTF-7 is available in the selection? That would be:
View->Character Encoding
It's not available in my drop down list. As as far as I know it's only
allowed for IMAP mailbox names.
If I remember correctly support for displaying messages (and webpages)
in UTF-7 was dropped in Firefox 16 (and SeaMonkey 2.13).
I'm sure it's available; I couldn't select it otherwise.
As I'm sure you know, the user can expand the available options by doing
View | Character Encoding | Customize List..., and I've done so because
as a translator I have use for encodings not normally presented out of
the box. For example, I often get incoming messages that are mismarked
(charset specifies the wrong encoding), and I have to try other variants
of Cyrillic or Unicode until I get one that displays correctly. I
noticed the issue when I tried guessing UTF-7 last week. It wasn't some
defect of the message, since choosing UTF-7 returns the same error no
matter which message I select.
Since you say UTF-7 is no longer supported, I tried to remove it from my
available options, but I couldn't. The developers should remove it from
the available options, since it's pointless to offer users something you
can't provide.
