It is a bug. It happens in mail as well. Plain text mail with > signs at the start of the lines is converted to "neatly looking quoted text" and back in Seamonkey but it has errors like the one you describe here. It is also very difficult to type already formatted plain text lines in Seamonkey without having them wrapped by the autowrap lateron. I always type text with wrapping already in place and often when I see my text quoted back in replies I see that it has been wrapped again by Seamonkey, causing ugly layout with alternating long and short lines.
