The normal way is:
- go to a cell above or below where you want to insert the row
- right-click -> Table Insert -> Row Above (or Row Below)

There is a problem with the current version of Seamonkey in that Rows cannot be deleted - the Table Insert -> Row(s) does not currently work. The workaround I use is to switch to the <HTML> Source view at the bottom left and delete by hand.

I do not use the "Publish" option at all, I spread the love with FTP because it gives me more control over what I do.
