You have that with "Always Activate" and "Never Activate". Setting
plugins.click_to_play to true adds "Ask to Activate" to that list.
Strange you should say that. I have plugins.click_to_play set to its
default value of false, but for Java Deployment Toolkit 7.0.250.17, the
button says "Ask to Activate." All other plugins have the expected two
choices, "Always Activate" and "Never Activate."
If I set the pref to true, the other plugins get the third choice, but
the problematic Java plugin (Mozilla thinks it's unsafe) still has only two.
