AFAIK in Windows, the new window will be full if the last one was and partial if the last one was; in the latter case it will have the same size as the previous partial window.
Just now, I reduced my mail/news window to part of my screen size and did Ctrl-N, and the result was a full-screen browser window because that's what my last browser window was.
