AFAIK in Windows, the new window will be full if the last one was and
partial if the last one was; in the latter case it will have the same
size as the previous partial window.
Just now, I reduced my mail/news window to part of my screen size and
did Ctrl-N, and the result was a full-screen browser window because
that's what my last browser window was.
It is pretty easy to press F11 after making the new window.
Not the same thing. F11 hides the title bar, menus, taskbar, etc. We're
talking about the overall size of the window: Alt-Space => Maximize vs.
Restore.
