....since it doesn't seem like the coders are going to fix this
seemingly simple problem any time soon (if ever), is there anything I
can do using a user CSS to fix it myself?

Could you provide more details about what the problem is? Thanks.

Someone here said this is a known bug, it was introduced after SM
2.13.2
- when the Master Password prompt dialog is presented the bottom
edge is
drawn short and the buttons run off the bottom edge. I think it's a
Mac
only bug, SM Modern Theme.

I can't reproduce that here on Mac OS 10.8.5.
Try this:
1. Go to Help-->Troubleshooting_Information.
2. Click on [Show in Finder].
3. Quit SeaMonkey.
4. Rename the file "localstore.rdf" to "localstore.rdf.bak".

....that screwed with all my window locations...but it didn't fix the
drop down.

Okay, then do the above again, except in step 4, delete "localstore.rdf"
and rename "localstore.rdf.bak" back to "localstore.rdf". Basically
restoring the original file, so you get old window locations back.

Yes - did that and got back to where I was.

Do you have the same problem if you go to
Help-->Restart_with_Add-ons_Disabled?

Yes.
