No, Synaptic will only allow you to select packages provided by Ubuntu
or other APT repositories you might have added. As far as I know, recent
SeaMonkey versions are not available from official Ubuntu repositories.

Note: This assumes you know how to work with a console. You can find
instructions on the Internet that describe how to install from other
sources, but only the above is the official, supported way on Linux.
Probably doesn't even work in 10.04
I'm pretty sure current SeaMonkey versions will run just fine on any
recent Ubuntu version.
