Even my 64-bit SeaMonkey v2.22 in Debian stable has the same problem!
I have Windows XP & SM 2.22, and 'Subject' shows my-misspellings as
underlines ONLY when I click on the filled-out subject line, but it will
not correct them: THE "Spell" function is grayed out. The body of email
shows misspellings as underlines and will correct them when I click on
"Spell".
Ahh, I figured it out. I have to enable "Check spelling as you type" in
SM's Preferences' Spelling options before composing a new
e-mail/newgroup post (new window). I don't like the slow real-time
spellcheckers in my softwares. I run them manually when I am ready.
Now, that's a bug since I reproduced it in both of my Windows XP Pro.

You are right . "Mail send" spell check works only in body and not in
subject. The real-time stuff does work :)
