No.  It does not work like that.

You may be confused by the fact that there is also a "default" value
for a pref, the value that it takes when it is not set.

No, as I would expect *everything* in about:config would have been set to "default" prior to my telling SeaMonkey (or Mozilla Suite, or Netscape Suite or Netscape Communicator) that I wanted something done different!

Many of the prefs showing in about:config are still set to "default" (if I've not found a reason to change them).
