I don't know where you're looking, but every backup program I've used since the mid-1980s has had the ability to restore a single file or any number of user-selected files. Perhaps the programs you've looked at haven't promoted that feature, or perhaps you've looked at really primitive programs; I won't speculate. But there are lots of programs that do this.

I just googled
        "backup utility" "restore a single file"
and got over 40,000 hits. Now, of course, Google always lies about its hit counts -- the actual count is 92 -- but still...
