Plugins are executables that are installed via your operating system (in your case, Windows) independently of what browser you are using; while your browser might use plugins, plugins are not really dependent on your browser. Extensions are modifications to existing browsers or E-mail applications that are installed specifically for such applications; extensions are entirely dependent on your browser or E-mail application.
