Note: SM will remember the view settings from the LAST browser window you close. So once you have a good window, close the bad one first, then the good one. That way it'll remember the good one.

Be that as it may, in the bad window, do you see a speckled rectangle right under the word "File" at the top left? Click it to reveal its contents (the toolbar that it controls). If you see more than one speckled rectangle, each controls one toolbar. If you get too many toolbars and you want to hide one, click the speckled rectangle to the left of it. This works independently of the View | Show... settings, but if View | Show... says to hide a toolbar, you won't get the rectangle. And you can even hide "File, Edit, View, ..." by clicking its rectangle.
