I'm not on Windows but it seems like you activated the full screen mode.
When it's activated, on Mac near the upper right angle of the SeaMonkey
window there is an icon representing two small arrow pointing one
against the other that I can click to disable it.
Or you could use the View menu and search for a "Full screen mode"
toggle or similar.
