If only Browser is checked the only other way I can think that a mail
window is opening is a shortcut in:

C:\Users\[user name]AppData\Roaming\Microsoft\Windows\Start
Menu\Programs\Startup

Also, in about:config you should check that general.startup.mail is set
to false.
