No, Geoff Welsh did not say that SeaMonkey is 80% of the browser user
base.  He implied that 80% of the browser base is not Chrome.

Chrome has 21% to 60% of the user base, depending on whose survey you
believe.  Since the Web site was designed specifically for viewing by
Chrome, that means 40% to 79% of Web surfers cannot print the page.  In
this context (which includes some uncertainty in the surveys), 80% is a
reasonable approximation of 79%.


The 21% user base for Chrome was reported by Net Applications for
desktop browsers.  In the FAQ about their methodology, they state:
