The problem with that theory is that "almost everybody" isn't good enough. Spammers thrive on the one in a thousand or one in a million readers who are idiots. They don't need to be popular, just rope in the occasional sucker. It's not like print or broadcast media, where ads cost more if you want more people to see them. Spam costs the sender essentially nothing, and a hundred times as much spam gets him a hundred times as many suckers for the same price. So the incentive is to churn out as much as he can and laugh all the way to the bank.

Spam is like rain -- you might not like it, but it's not going anywhere, so you might as well buy a raincoat and an umbrella. Complaining is just a waste of your valuable time.
