All those things are disabled in safe mode regardless of what you do with the check boxes. The check boxes allow you to make some changes permanent.

But it starts up.  Just in normal mode, it crashes.

So something which is disabled in safe mode is causing the crash in normal mode. It could be an extension, or it could be something in your user preferences.

Any ideas.

Before messing around too much, make a backup of your profile in case things get worse while trying to fix it or you lose something from it you don't want to lose.

Try disabling all add-ons (as I described as an example above) and starting in normal mode. If that works, it's an add-on causing the problem. You can now go to Tools > Add-ons Manager and re-enable them one at a time, restarting SeaMonkey each time. When it starts crashing again, the last add-on you enabled is most likely the culprit.

If disabling add-ons doesn't stop the crash, it may be something in your user preferences causing the problem.

If you don't mind all your configurations being set back to defaults, you can tick "Reset all user preferences..." and click "Make Changes and Restart" in the Safe Mode dialog. If that works, great. Otherwise you could try the remaining options on the Safe Mode dialog.

If you'd rather not reset your existing profile, you can create a new one using the Profile Manager. If that works it was something in your existing profile causing the problem. If you've just upgraded from a version <=2.30 to a version >=2.31, my first suspicion would be bug 1092810, where a workaround is suggested in comment 16:
