SeaMonkey 2.26.1

While <http://js1k.com/2015-hypetrain/demo/2313> gives me "WebGL not
supported.", other pages at that site render okay.

Also, I had no problem viewing
<http://www.pouet.net/prod.php?which=65222>.

Demo works fine for me, Win7 Pro SP1 and SM 2.33.

Instructions for enabling in Firefox at the bottom of the page, should
also work in SM (webgl.disabled is "false" by default in my SM 2.33).

So have you tried enabling it using the instructions provided?

To enable or disable WebGL in Firefox, follow the simple steps:

1. In the address bar, type about:config, without any http:// or www
2. Click the button labeled «I'll be careful, I promise!»
3. In Search field, enter webgl.disabled
4. Toggle webgl.disabled to true to disable WebGL, or to false to enable WebGL, please do not confuse
