I looked at your two examples, in three browsers (SeaMonkey, Firefox, and Chromium), and do not see the problems you describe. So I guess I can't be of further help. I will say that setting minimum font sizes can be good .. or bad .. depending on the combination of your choices and the page author's choices and methods of coding.
