SeaMonkey 2.33 didn't show the lines at all because of bug 1083501 (fixed in bug 1105105). Otherwise the lines are drawn by the theme, so it's vaguely possible that your third-party theme doesn't support them, in which case you should try the Modern theme for comparison purposes.
