Where is that "What's New" section on that page? It does say "Please note that the 2.38 release notes will be updated as soon as possible." but since waiting for such an update did not help for 2.35, I'm asking this time... (I totally understand that there are too few people actively working on the project to do everything that's necessary, but you seem to be getting false hopes up by making statements like the above.)
