Have you tried launching SeaMonkey in safe mode?

Seamonkey.exe  -safe-mode

If it works then you may have a bad extension or plugin. If not then run profile manager and see if it works if you create new test profile.

Seamonkey.exe -profilemanager or Seamonkey.exe -P

If it works in the new profile then you may have something corrupted on disk in your profile.
