He don't need thjos setting, If it's true that his SM is at version 2.39
... (You have a too old version, so you need those settings, but it's a
very bad idea to no upgradre)

Like mentioned earlier in this thread, I get this behavior if I have these
conditions met:
- update check disabled
- no manual update check done
All parameters pertaining with updates are all reset on my SM version
2.38 (older than your)
and I don't have the banner you told us.
