Safe Browsing is broken in 2.40. If you have the lists in your profile they are 
no 
longer updated. In a new profile they are not even created. This is fixed in 
2.44 
and will be fully working again in 2.45. L10N changes were needed which usually 
can't be ported back.

Even this might not have helped here if it was a new phishing site. It only 
works 
for sites which have been reported previously and I have no cluse how fast 
google 
updates them.
