The files are located in you profile under safebrowsing. On Windows they are in 
the appdate\local not appdate\roaming tree. There are several lists depending 
on 
type. Malware starts with goog-malware. They are not user modifiable. 

You can add the lists yourself to 2.40. See Bug 1260457. The content of file 
pref.js.appends.txt needs to be put into the prefs.js file in your profile.
