Safest way is to uninstall 2.40 and reinstall 2.39.  Your profile will
be unchanged.

Would reinstalling OVER the upgraded v2.40 be OK too?

It would if you were using Mac OS because a whole app package replaces a previous one, but with Windows, there could be remnants left behind that would cause problems.
