With it not checked, Mozilla/5.0 (X11; Linux x86_64; rv:43.0)
Gecko/20100101 SeaMonkey/2.40, which requires the user changing it
because it is checked by default.

I would expect the setting to carry over from one version to another, so if you had the HTTP pref set in SM 2.39 (or whatever), then it would have carried over into 2.40

But I would expect if you did a brand new install, it would be de-selected!

This computer never had 2.39 on it, and 2.40 was a fresh install. A test profile has the preference checked by default.
