When I go to "Tools: Addons Manager : Plugins" there's an entry for
"Shockwave Flash", but it doesn't work. I'm not sure if it ever worked.

I know I can install it via the operating system, but I don't like the
official web based Adobe installation process.
It's blocked because that version is out of date. Current version is
23.0.0.162. You can try Check for updates in the add-ons manager. If
that doesn't work your only alternative is to go to the Adobe site and
use their process.
Or go to Control Panel in Windows and use the Java applet to update.
