Flash 18 works just fine but recently started giving the out of date notify.
Flashes newer than 19 interfere with Zone Alarm and flash vids such as:
http://radar.weather.gov/radar.php?rid=hgx&product=N0R&loop=yes
That vid will freeze if I move the display.
I've gone all through about:config and changed everything that appeared
to be related, to no avail.

You could also update to SeaMonkey 2.40 and update Flash.
Unless you want those security vulnerabilities.

I am not concerned with those security vulnerabilities.
My machines have never been compromised in 30 years on the web.
That does not mean that it won't happen soon, but I will take my chances.
