Linux is a kernel, not "an operating system". There are many Linux-based distributions (distros), but the Linux kernel has nothing to do with what anything looks like in them. Look and feel and available widgets depend on a multitude of desktop environments which themselves have various themes available.
SeaMonkey Modern has a unique look and feel that ignores the theme of the environment other than the UI fonts. Loss of scroll buttons in SM's Modern theme represents a significant change, very much unwanted here.
To see why, acquire arthritis and/or carpal tunnel and/or other inhibition on movement with your mousing hand, then try to position window content vertically with any sort of precision. Clicking scrollers is the only way that works. Even that is worse than it used to be, when it was possible to have the scrolling increment equal to one line instead of 2.5 or 3.
