Due to "popular demand" I have installed SeaMonkey 2.46 .
Unfortunately the problem still exists.
I am using Debian Jessie with Mate Desktop.

*NOTE BENE*
I am using version 8.6.0 from purchased DVDs.
Due to bandwidth limitations, *NO* updates to OS.

This time, when installing SeaMonkey I literally followed the instructions at http://www.seamonkey-project.org/doc/install-and-uninstall#install_linux. [My previous installation had been when this machine was being used primarily as an experiment. This machine/install is now my primary machine. I have some cleanup to do.]

I have a gut feel that it is significant that it is significant that I'm using the Mate Desktop.

I have set zoom range as 50% to 200% and about:config reports "toolkit.zoomManager.zoomValues;.5,1.,1.33,1.5,2.0"

More when I feel that I've cleaned up some things.
