I don't have this problem ...however I see in the profile directory those files:
webappsstore.sqlite   43 MB dated 07-02-17 18:33
webappsstore.sqlite-shm 32KB dated 07-02-17 21:59
webappsstore.sqlite-wl 3KB dated 07-02-17 23:35

It looks that those files are used, BUT I never use SM offline.

So what ? Is it a good idea, when SM is not running to delete those 3 files to gain 43MB ? I dont know what's inside those files ... So better avoid the deletion ?

Please close SeaMonkey and rename (or delet if you are sure you don't need the data in it) this file. It contains offline website storage. Then check again.
