She has restarted the computer at least three times. She checked on task manager--one time it showed, and she stopped it (although it still wouldn't start). She tried to start it from the list of programs; no luck.

It started right up on my Dell Inspiron 15 Windows 10 with latest update being, Update for Windows 10 Version 1607 for x64-based Systems (KB3211320)

Mozilla/5.0 (Windows NT 10.0; WOW64; rv:49.0) Gecko/20100101 Firefox/49.0 SeaMonkey/2.46

As far as I know there was no change to SeaMonkey since 2.46 was released.

As Richmond suggests, try running SeaMonkey from the command line and see if there are any error messages.

If all else fails, I would just uninstall and reinstall, after backing up the profile.
