As I mentioned elsewhere in this thread, Jonathan, NO, there is no
mention of it in the Download Manager, it doesn't even start the
Download Manager .... just my Win7 Dialer screen is indicating there is
lots happened each time I click on the "Save File" button.


Well I would say if you witness "a lot of activity on my Wireless Broadband Dialler screen" but there is no entry in Download Manager that what you may be seeing is just a continuously failing negotiation just to initialize the download process, but it never succeeds. That would explain why you get no "Save file to:" screen, nor entry in Download Manager, nor any evidence of the file on your hard drive. So what might cause this scenario? Do you have some third-party download manager either external to SeaMonkey or as a plugin? Do you have so Internet "Security" software that runs downloads though a proxy?

Have you tried downloading after launching SeaMonkey with the -safe-mode option? What happens if you use a different browser to determine if the problem is with SeaMonkey or external to SeaMonkey? Such test may help pin down your issue.
