By the way, I have a similar problem in Windows 7.  I have the Basic
Edition of NetScan Tools (version 2.5), which often steals focus.  All I
have to do is reselect whatever other application I want to have focus;
and the NetScan window then remains in the background until I select it
to have focusl.  The problem sometimes repeats if I terminate NetScan
and later relaunch it.

Consider:
*  Most state mandate that drivers have liability insurance.
*  Employers are mandated to have worker's compensation insurance.
*  If you live in a flood zone, flood insurance is mandatory.
*  If your home has a mortgage, fire insurance is mandatory.

Why then is mandatory health insurance so bad??
