The problem was only in Firefox.  Firefox requires extensions to be
digitally signed with a certificate that traces back through
intermediate certificates to root certificates installed with the
browser.  The problem was caused because an intermediate certificate
expired and was not replaced, a negligent act by Mozilla.

SeaMonkey does not require extensions to be signed, at least in the
current end-user release 2.49.4.
