There is a weather site that doesn't work in SM (actually none of the

to create a bookmark for SM that will open in IE. Maybe it's not
possible, but any suggestions?

I have the same configs, and it also works for me, as long as I adjust
NoScript to allow MapBox.com. Enabling Google is also necessary for any
kind of searching.
For the Original Poster, I suggest clearing cache and cookies. For a
site like this that uses a lot of dynamically-generated content, a
browser can get confused, and display old content from the cache when
you want new content to be downloaded.
In the days of Netscape, Mozilla Suite and early Seamonkey, when web
content was mostly static, and there were lots of users with dialup
connections, cache was a really useful thing, in lessening the volume of
stuff that had to be downloaded, and getting faster response.
In the current era of Web 2.0, where much more content is dynamically
generated, and everybody is assumed to be using broadband, IMO, it's
actually better to keep a cache that's considerably smaller than the
default. There's some value to having some data in the cache, but not
nearly as much, and keeping only the data that's truly frequently used
can help avoid problems like this.
